We'll work on the whole idea of this project a bit more and than we will start with it again. Hopefully, with a success.

Encouraging people to report violations in return for subs etc is not such a great idea. There are those who would quite happily abuse the system and more so for the fact that many of them might not understand the policies they are trying to enforce in the first place.
